So far I’ve encountered the music of Joe Cutler only through a short piece from 2007, “Folk Music (Daithi’s Dumka)”, included in the recital CD by The Smih Quartet, “Dance”, one of those programs of “Classical meets World- and Dance-Music” so typical of the Kronos and Balanescu String Quartets. But among the 13 pieces featured on that disc, Cutler’s is one of the best, because he metabolizes his folk- or dance- source into a fully contemporary language.
For more about Cutler, as usual see his entry on Wikipedia, and his own website.
